Mossel Bay Station Commander Speech
Good evening to our CPF, friends and members. I am blessed as the Station Commander of Mossel Bay SAPS to be here tonight at this AGM. This means that my (our) station have a functionary CPF, something some other station cannot always say.
If we look at the CPF partners and executive committee I only see dedicated members of our policing precinct that are dedicated to service for and by the community.
Most of you are business persons or fulltime employed and thus you take valuable time out of your hectic schedules to assist us the Mossel Bay SAPS and our community that we serve. For that I am very grateful.
At a AGM there is normally new persons coming in or current members that are re-elected and so I as the Station Commander also re-dedicate myself to those that will stand again in service and want tell our new members that you also will have my support and commitment so that our road that we will walk together will be one of success just as the miles behind us that were so successful.
For those that are taking a break or needs to part from us for a season, my utmost appreciation and gratitude for your service, loyalty and dedication. Your rest is well deserved.
I believe that our festive season will be one of joy and safety. Enjoy this festive season also with your loved ones and thank them on my behalf for allowing us the previlege of working with, thus missing time with you. I thank you.

Mossel Bay CPF Chairman's Report 2023/2024
Last year, the CPF focused on building strong community connections. We prioritized grassroots initiatives over high-profile projects. This involved:
- Supporting vulnerable Communities: We protested against bail for child abusers, participated in school events, partnered with Mossel Bay Provincial Hospital, and visited clinics and disability centers.
- Responding to immediate needs: We rallied to support families affected by house fires, including gathering donations and assisting with rebuilding efforts
- Safety and Security: With our past two years' POCS funds, we invested in a camera to enhance security in a high-risk drug area, and we distributed LED lights to disabled homes, elderly homes, and our local shelter, brightening lives and improving safety.
- Empowering Education: We partnered with our social crime officer to support her "Keep a Girl in School" project.
- Trauma Response: We provided guidance on appropriate procedures to individuals in trauma situations, particularly the elderly, working closely with our partner organizations.
- Community Gardening: We collaborated with our correctional services partner to assist with Benevolent Parks vegetable garden and helped with various other projects at this retirement institution.
- Youth Outreach: We partnered with police departments and other organizations to visit our first of many schools and address important issues like bullying, drug awareness, responsible decision-making, and water safety.
- Community Design: We contributed to the design of several high-profile police projects and assisted with the design work on Mossel Bay's Club Da Gama.
- Privacy Focus: We prioritized the privacy of individuals we interacted with during difficult times, opting to limit our social media presence to avoid exposing them for the sake of online content.
- Website Updates: Our website remained a valuable resource for the community, featuring relevant information and updates.
- Horse Patrol Support: We continued our dedication to community safety by raising funds and organizational support for the horse patrols in December 2023.
- Collaborative Efforts: We forged strong partnerships with SAPS, other CPFs, Neighbourhood Watches, our partners, and the community, ensuring successful collaboration and completion of our mandate this year.
- Informative Meetings: Our CPF meetings featured insightful speakers who shared valuable lessons and perspectives. Moving forward, we will prioritize action over extensive discussion. We are committed to reaching more people at the grassroots level. To enhance efficiency and focus on action, we are considering reducing our meetings to bi-monthly gatherings starting next year.
This year we achieved meaningful results through a strategic behind-the-scenes approach, which proved highly effective. This approach will be a key focus for the year ahead. We are committed to reaching more individuals within the community.
From the CPF Chairperson and Team, we extend our deepest gratitude to all our valued partners. As we approach the end of the year, we believe the way we step out of this year sets the stage for the year ahead. May you and your families experience a blessed festive season and a prosperous 2025.

ESTABLISHMENT OF VEGETABLE GARDENS AT BENEVOLENT PARK.
THE MOSSEL BAY COMMUNITY POLICING FORUM (CPF) PARTNERS WITH MOSSEL BAY CORRECTIONAL SERVICES.
According to an article dated 24 February 2024 in the University of Cape Town News by NIÉMAH DAVIDS: "Increasingly,
older people in South Africa are struggling to make ends meet, and the monthly state-funded Older Person’s Grant
(OPG) is not nearly enough to get by. Their list of responsibilities is endless, and uppermost is caring for their
families.
And while Minister of Finance Enoch Godongwana announced during his budget speech on Wednesday, 21 February, that the country’s elderly would receive an additional R100, will it fill the hole in their pockets? With the latest increase in place, the elderly will now receive R2,180."
“Social grants alone are not supporting the care needs of older people or their households. The state must turn its attention to [introducing] community-based care services for older people,” said the University of Cape Town’s (UCT) Professor Elena Moore.
The recent decrease in the government elderly food subsidy from R6.00 to R2.00 per day has put a strain on institutions caring for the elderly, leading to unexpected financial expenses.
To address this issue, the Mossel Bay Community Police Forum has partnered with Mossel Bay Correctional Services to establish vegetable gardens at Benevolent Park.
This initiative aims to help supplement food supplies in the future and provides an opportunity for parolees to make a positive impact in their community.

THE MOSSEL BAY COMMUNITY POLICING FORUM (CPF) AGAINST CHILD PORNOGRAPHY AND CHILD ABUSE.
The issues of child pornography and child abuse are deeply concerning and demands our urgent attention as a community. It's crucial that we break the silence surrounding these heinous crimes and stand together to protect our children from exploitation and abuse.
The Mossel Bay Community Policing Forum (CPF) is taking a commendable step by organizing this protest to raise awareness and demand action against child pornography and child abuse. Our children deserve to grow up in a safe and nurturing environment, free from the horrors of exploitation and abuse.
By joining the protest on April 3rd, 2024, between 8am and 9am at the Mossel Bay Court entrance, we can send a powerful message that child pornography and child abuse has no place in our community. Together, let's be the voice for those who cannot speak for themselves and work towards creating a safer world for all children.
Your participation in this protest is not only important but also sends a strong signal of solidarity with victims and survivors of child pornography and child abuse. Let's stand together and make our voices heard against these abhorrent crimes.
MOSSEL BAY COMMUNITY POLICING FORUM (CPF) HORSE PATROL (MOSSEL BAY BEACHES)
Horse patrols for this festive season continued on various beaches in Mossel Bay.
It was a beautiful day on horseback patrolling Hartenbos, Diaz and Santos beaches.
Mr Henry Williamson, Manager Traffic & Law Enforcement, the CPF Chairperson Arthur Riordan and Councillor Leon Van Dyk visited our team and partners on horseback. We thanked them for their loyalty and commitment. Tonight they will be in Hartenbos and on the beach. Thank you to Rotary and Mossel Bay CPF for sponsoring of the costs incurred. Restored: Lamini Home
In November 2023, a fire destroyed the home of the Lamini family living in Joe Slovo Mossel Bay. The Lamini family lost everything due to the fire.
The Mossel Bay and the Da Gamaskop Community Policing Forums joined hands and mobilised various resources to restore the house.

The first horse patrols for this festive season commenced on 2 December at Glentana Beach.

16 Days of Activism: Violence against women 2023
The Da Gamaskop and Mossel Bay SAPS and CPF's collaborated to kickstart the 2023, 16 days of activism against gender-based violence. It is crucial to emphasize that violence towards anyone is never justified, and particularly when it targets vulnerable individuals. During their initiative to raise awareness by distributing pamphlets, the group encountered a survivor of domestic violence who had endured an abusive relationship for two decades. Moved by her personal experiences, she decided to join the group and become a voice for others trapped in similar situations.
Neighbourhood Watch Accreditation Ceremony 2023
Ceremony on 20 November 2023 where the Western Cape Minister of Police Oversight and Community Safety, Reagen Allen, handed over accreditation certificates to our accredited Neighbourhood Watches.

"The greater Mossel Bay Police Station and the Community Policing Forum (CPF) have started an online petition that will end in October 2023, to ask the Department of Justice to red flag repeat offenders and to start a register of convicted offenders."

Joslin Smith
Missing Child: six-year-old Joslin Smith.
Western Cape detectives are currently questioning four individuals as part of an extensive investigation into the
disappearance of six-year-old Joslin Smith from Diazville in Saldanha Bay on the West Coast.
The investigation saw the team of detectives visiting several places within the West Coast town and interviewing several
other persons. The search for Joslin brought individuals, NGOs, community activists, police officials, neighbourhood
watches and representatives from different spheres of government together in the quest to find the missing girl. For
days they searched identified vast areas in Saldanha Bay.
It is envisaged that as the investigation unfolds light will be shed as to her whereabouts or what happened to her.
The four persons being interviewed by the team of investigators are two men and two women aged between 26 and 34.
With the investigation gaining momentum arrests are on the cards.
