  • We have been inundated with stall application enquiries and will therefore implement a strict application process for the 2026 Kaskar race.
  • ALL EXHIBITORS have to follow the application process to be considered for a stall.
  • Special selection of stalls will take place after the closing date and applicants will be notified in due course if their application was successful.

GENERAL RULES AND INFORMATION

  • ● Exhibitions Must be erected by 08:30 on the 29 August to start with trading for the event.
  • ● If a booking is cancelled, any payments made will be forfeited.
  • ● We cannot give sole right to a specific product. The committee will decide on products.
  • ● All exhibitors selling food on premises need to be in possession of legal certificates regarding the health and safety rules as stipulated by the Mossel Bay Municipality.
  • ● It is against the law to sell or supply liquor to children under the age of 18 years.
  • ● Exhibitors will not be allowed to transfer and/or sub-let a site allocated to him/her, or a part thereof, to any other person.
  • ● Trading hours are from 09:00 to 17:00 on the 29 August. All stalls must be manned during these hours.
  • ● No movement of vehicles between trading hours will be allowed on the terrain.
  • ● Exhibitions and goods must be placed in such a position that it will not impede the light or view on open spaces or the walkways or any other way that it will affect other exhibitors.
  • ● Exhibitions must be neat and attractive with free and safe access for the public. Stall holders must keep their sites always clean and neat.
  • ● Certificates are awarded for the best stalls.
  • ● Exhibitors will not be allowed to distribute pamphlets or any other info material on the terrain, parking area, but this will only be allowed on their allocated site.
  • No items other than those specified on the application form will be allowed on the site.
  • ● Dangerous articles, specifically of explosive nature, will not be allowed. The Directors reserves the right to remove any articles which is of an obnoxious nature. NB. BB guns, laser torches, crackers, fireworks, some-/stink bomb may be sold on the terrain.
  • ● Each exhibitor (individuals as well as companies) exhibits at own risk. It is a condition that his/her indemnifies the Directors of the event including legal steps because of any injury or accident caused by his/her machinery or any other article on the premises, or because of any action that may be necessary adhere to the Regulations.
  • ● The Directors reserves the right to make any changes to the site plan as they see fit.
  • ● Agreements with sponsors sometimes lead to regulation by the Mossel Bay Kaskar Race organisers to allow only products of our sponsors. These agreements will be communicated with exhibitors the moment they arise.
  • No fires will be permitted in the park. We will be asked to leave the premises and be escorted from the site by security.

2. Kaskar Technical Specifications

2.1 Dimensions

  • Maximum width: 180 cm
  • Maximum length: 350 cm
  • Maximum height: 250 cm

  • Ground clearance: Minimum 50 mm – Maximum 300 mm (under frame)

2.2 Weight

Push-start rule: Maximum push distance: 4 meters with clearly marked boundary. No further contact with the kaskar after the push-start.

8. Judging Criteria

  • Race results are based on the best Race finish time – 100%

9. Administrative Requirements

To participate, teams must submit:

  • Completed entry form
  • Signed indemnity form
  • Parental permission for minors

10. General Race Conduct

Prohibited actions (may result in warning or disqualification):

  • Blocking
  • Weaving
  • Swerving
  • Intentional bumping

Only one warning will be issued before disqualification.

Driver conduct rules:

  • Follow marshal instructions
  • Obey flag signals
  • Stay within track boundaries

Safety rules:

  • No driving under the influence of alcohol or drugs
  • No driving if suffering from serious medical conditions
  • No driving if pregnant
In case of an accident or breakdown: Remain with the kaskar and wait for assistance from a marshal.

HELP, GUIDANCE & SUPPORT

Preamble: Spirit of the Rules

The rules, specifications, and regulations set forth herein are designed to promote fair, safe, and orderly competition at the Greater Mossel Bay Community Policing Forums' Kaskar Race, scheduled for 29 August 2026. It is recognized that it is impractical to formulate rules that contemplate every conceivable circumstance or contingency. Therefore, these competitions shall be governed by the "Spirit of the Rules."

This principle vests the Race Director and all appointed officials with the full authority and responsibility to interpret the written rules in a manner that ensures fair and equitable supervision and judgment of all competition. Any interpretation of the rules, plans, and regulations by the Greater Mossel Bay CPF or its designated representatives shall be final and binding on all participants. Furthermore, the Race Director reserves the right to issue rulings or interpretations at their sole discretion, which will be binding on all competitors for the duration of the event.

All participants must acknowledge and accept that it is impossible to pre-emptively address every potential technical or competitive scenario. However, it is a fundamental principle that any change, alteration, modification, or replacement of a vehicle component not explicitly authorized by these rules is strictly prohibited and will not be deemed legal under the "Spirit of the Rules."

By registering for or participating in any event sanctioned by the Greater Mossel Bay CPF, all participants, including drivers, kaskar owners, and crew members, are deemed to have read, understood, and expressly consented to abide by these rules and the authority of the officials appointed to enforce them.

Compliance and Jurisdiction

Full compliance with all decisions, rules, regulations, and agreements set forth by the Greater Mossel Bay CPF is mandatory at all times. The Greater Mossel Bay CPF reserves the right, in its sole and absolute discretion, to take any action it deems appropriate, including but not limited to disqualification, suspension, or ejection from the event, against any participant who fails to comply with these standards.

Liability and Warranties

The publication of, or participant compliance with, these rules, plans, and regulations does not constitute an expressed or implied warranty of any kind, including any warranty of safety or fitness for a particular purpose. In no event shall the Greater Mossel Bay CPF, its officers, members, or agents be liable for any direct, indirect, special, incidental, or consequential damages arising from participation in the event, even if advised of the possibility of such damages. In all matters, the current rules and regulations promulgated by the Greater Mossel Bay CPF shall govern.

Inspection and Determination

As a prerequisite to competition, each participant understands and agrees that their person and their vehicle must undergo and successfully pass a technical inspection conducted by officials appointed by the Greater Mossel Bay CPF. This inspection will be carried out using methods and procedures determined to be appropriate by the inspectors in their sole discretion, for the purpose of verifying compliance with all applicable rules and the "Spirit of the Rules."

The participant further understands and agrees that all decisions made by the Greater Mossel Bay CPF and its authorized officials regarding the qualification or disqualification of an entrant, based on adherence to or deviation from these rules and the "Spirit of the Rules," shall be final, non-appealable, and binding upon all parties.

SECTION A: GENERAL REGULATIONS

A-1 COMPETITION DATE

  • A-1.01 Event Timing: The Greater Mossel Bay CPF Kaskar Race 2026 shall commence at 09:30 on August 29, 2026, and conclude at 15:00 on the same day.

A-2 COMPETITION GROUPS

  • A-2.01 Divisional Structure: Competition is structured into three progressive divisions based on expertise:
    - Group 3 (Entry Level): The foundational division for novice competitors.
    - Group 2 (Super): An intermediate division.
    - Group 1 (Masters): An advanced division.

A-3 AGE REQUIREMENTS

  • A-3.01 Minimum Age: All participants must be a minimum of twelve (12) years of age on the date of the competition.

A-4 WEIGHT LIMITATIONS

  • A-4.01 Vehicle Weight: The maximum weight of a fully assembled Kaskar, excluding the driver, shall not exceed one hundred (100) kilograms.

A-5 DRIVER ATTIRE AND SAFETY EQUIPMENT

  • A-5.01 Footwear: Participants must wear closed footwear with a continuous, non-slip sole.
  • A-5.02 Helmets: All participants must wear an official SABS-approved helmet. The helmet must be worn in the proper racing position (securely on the head with the bill facing forward and the chin strap properly fastened). The wearing of any items, including but not limited to bandanas or ball caps, underneath the helmet is strictly prohibited.
  • A-5.03 Protective Gear: Participants must wear appropriate clothing, as well as elbow pads and knee pads, at all times while on the track.

A-6 CODE OF CONDUCT

  • A-6.01 Prohibited Substances: No participant or member of their support team shall use, possess, or distribute alcohol, tobacco, or any illicit drugs. This provision does not apply to medication currently prescribed by a licensed physician for that specific individual.
  • A-6.02 Sportsmanlike Behavior: Unsportsmanlike conduct, including verbal or physical abuse directed toward any participant, official, or spectator, is strictly prohibited.
  • A-6.03 Safety: No participant or member of their support team shall engage in any action that endangers the safety of another participant, official, or spectator.
  • A-6.04 Interference: No participant or member of their support team shall obstruct, impede, or otherwise interfere with another participant’s vehicle.
  • A-6.05 Unfair Advantage: No participant shall attempt to gain an unfair advantage over another competitor through any means.
  • A-6.06 Compliance: All participants must adhere to all rules, regulations, and agreements set forth by the Greater Mossel Bay CPF.

A-7 VEHICLE ELIGIBILITY AND SPECIFICATIONS

  • A-7.01 Construction: Participants are encouraged to be actively involved in the construction of their own vehicle. Assistance from an adult mentor is permitted when necessary.
  • A-7.02 Wheelbase Dimensions: The wheelbase must not exceed 1.8 meters in width or 2.5 meters in length.
  • A-7.03 Overall Dimensions: The overall dimensions of the kaskar must not exceed 1.8 meters in width, 3.5 meters in length, and 2.5 meters in height.

A-10 OPERATING HOURS

  • A-10.01 Practice Runs: No practice runs are permitted on the track prior to 09:00 without the explicit prior approval of the Race Director.

A-11 GENERAL OPERATING RULES

  • A-11.01 Lane Violations: Crossing the center line with any part of the vehicle before or after the finish line constitutes a lane violation, resulting in the loss of that heat.
  • A-11.02 Repairs: Any necessary repairs must be approved by the Race Director. Unless an extension is granted by the Race Director due to safety concerns, the time allotted for repairs is limited to twenty (20) minutes.
  • A-11.03 Interference: Drivers must stop their Kaskar immediately if an animal, person, or debris creates an unsafe condition or obstruction on the track. In such an event, the heat will be declared void and re-run as soon as the track is clear.
SECTION B: RACE PROGRAM ADMINISTRATION

B-1 RACE OFFICIALS

  • B-1.01 Composition: Race Officials shall consist of the Race Director and any persons duly appointed by the Race Director to assist in the execution of their responsibilities.
  • B-1.02 Responsibilities: Race Officials are charged with the following duties:
    1. Enforce all rules contained within the current edition of the rule book published by the Greater Mossel Bay CPF.
    2. Administer all requisite race documentation in a timely and efficient manner.
    3. Manage and control the conduct of the Race and all associated events.
    4. Render final and binding decisions on all matters pertaining to the interpretation and enforcement of the rules.
    5. Render final and binding decisions on all matters pertaining to the determination of winners and finishing order.
    6. Assess and address safety concerns pertaining to participants and/or spectators before, during, and after the Race.
  • B-1.03 Conflict of Interest: Any Race Official with an apparent conflict of interest in a particular matter must recuse themselves, and the decision shall be delegated to another impartial Race Official.
  • B-1.04 Disqualification Authority: A decision to disqualify, exclude, or eject a participant or a member of a participant's party from a Race requires the consensus of no fewer than three (3) Race Officials.

B-2 MINIMUM PARTICIPATION REQUIREMENTS

  • B-2.01 Group 3: A minimum of twelve (12) qualified participants is required to constitute an official race in the Group 3 Division.
  • B-2.02 Group 2: A minimum of eight (8) qualified participants is required to constitute an official race in the Group 2 Division.
  • B-2.03 Group 1: A minimum of four (4) qualified participants is required to constitute an official race in the Group 1 Division.

B-3 REGISTRATION AND PARTICIPATION

  • B-3.01 Registration Requirement: All participants must complete the official registration process to be eligible to compete.
  • B-3.02 Single Entry: A participant is permitted to register and compete in only one (1) race, with one (1) Kaskar, in one (1) division. A Kaskar entered in one division (e.g., Group 3) is not eligible to compete in any other division (e.g., Group 2 or Group 1), and vice versa.
  • B-3.03 Entry Limit and Deadline: No maximum number of participants shall be set. Entries will be accepted until the official registration closing date, which shall be publicly announced on the Mossel Bay CPF website.
  • B-3.04 Repairs During Event: Any work on a Kaskar between heats requires prior approval from the Race Director.

B-4 DRIVER SUBSTITUTION

  • B-4.01 Grounds: A participant's Kaskar may be driven by a substitute driver only if the original participant is rendered unable to compete due to illness or a verifiable emergency.
  • B-4.02 Discretionary Approval All substitution requests are subject to the sole discretion and approval of the Race Officials and/or the Greater Mossel Bay CPF.
  • B-4.03 Nomination of Substitute: The original participant may nominate a substitute driver for their Kaskar, subject to final approval by the Race Director and/or the Greater Mossel Bay CPF.
  • B-4.04 Eligibility of Substitute: The substitute driver must meet all eligibility requirements for participation, with the sole exception of having participated in the construction of the Kaskar.
  • B-4.05 Awards: In the event that a Kaskar wins an award while being driven by a substitute driver, the award shall be issued in the name of, and for the benefit of, the registered builder of the Kaskar.

B-5 OFFICIAL INSPECTION AND IMPOUND

  • B-5.01 Pre-Race Inspection As a condition of entry, every Kaskar must successfully complete a full official inspection conducted by Race Officials prior to being permitted to compete.
  • B-5.02 Inspection Authority: Race Officials are authorized to remove any component or hardware for closer inspection at any point during the pre-race or post-race inspection process.
  • B-5.03 Required Repairs The participant, along with their guardian (if applicable), and/or a Race Official, shall be responsible for making all necessary repairs mandated by the inspection.
  • B-5.04 Impound Procedure: Upon successfully passing the pre-race inspection on 28 August 2026, the Kaskar must be immediately impounded in a designated, controlled area within Harry Giddy Park, accessible only to authorized Race Officials. Security provisions will be made for the overnight storage of vehicles within the Park.
  • B-5.05 Post-Inspection Prohibition: Following the successful completion of the official inspection and impound, no participant is permitted to make any further repairs, adjustments, or changes to their Kaskar before, during, or after the Race without the explicit approval and direct supervision of a Race Official.

B-6 POST-RACE INSPECTION AND WINNER VERIFICATION

  • B-6.01 Release of Vehicles All Kaskarre, with the exception of the first and second place finishers, will be released to their owners following the conclusion of the Race.
  • B-6.02 First Place Inspection The Kaskar finishing in first place must undergo a mandatory post-race inspection conducted by Race Officials.
  • B-6.03 Disqualification of Winner Should the first-place Kaskar be found to have any violations of the rules during the post-race inspection, it shall be disqualified and forfeit its first-place status.
  • B-6.04 Subsequent Inspection In the event of the first-place finisher's disqualification, the second-place Kaskar will then undergo a post-race inspection. If the second-place Kaskar passes inspection, it shall be declared the official winner of the Race.
  • B-6.05 Supervised Repairs Any repairs or setup changes required for compliance during post-race inspection must be performed under the direct supervision of Race Officials.
SECTION C: RACING PROGRAM GOVERNANCE

C-1 RACING COMMISSION

  • C-1.01 Authority and Responsibility: The Racing Commission, appointed by the Greater Mossel Bay CPF, is the governing body responsible for the oversight of the Race Program. The duties of the Commission shall include, but are not limited to, the writing, reviewing, interpreting, and enforcement of all Race Program Rules.
  • C-1.02 Compliance: Any attempt to alter, modify, or deviate from the established rules may render the required Race Request Form void and may nullify all associated insurance and licensing agreements with the Greater Mossel Bay CPF.

C-2 RACE OFFICIALS (expanded)

  • C-2.01 Composition: Race Officials shall consist of the Race Director and any persons duly appointed by the Race Director to assist in the execution of their responsibilities for a specific Race.
  • C-2.02 Responsibilities: Race Officials are charged with the following duties:
    1. Enforce all rules contained within the current edition of the rule book published by the Greater Mossel Bay CPF.
    2. Administer all requisite race documentation in a timely and efficient manner.
    3. Manage and control the conduct of the Race and all associated events.
    4. Render final and binding decisions on all matters pertaining to the interpretation and enforcement of the rules.
    5. Render final and binding decisions on all matters pertaining to the determination of winners and finishing order.
    6. Assess and address safety concerns pertaining to participants and/or spectators before, during, and after the Race.
  • C-2.03 Conflict of Interest: Any Race Official with an apparent conflict of interest in a particular matter must recuse themselves, and the decision shall be delegated to another impartial Race Official.
  • C-2.04 Authority of Race Director: The decision of the Race Director shall supersede any decision made by another Race Official and shall be final and binding upon all parties.
  • C-2.05 Authority of Racing Commission: A decision made by the Racing Commission shall supersede any decision made by a Race Official and shall be final and binding upon all parties.
  • C-2.06 Disqualification Authority: A decision to disqualify, exclude, or eject a participant or a member of a participant's party from a Race requires the consensus of no fewer than three (3) Race Officials.

C-3 PARTICIPATION REQUIREMENTS

  • C-3.01 Minimum Participants: A minimum of two (2) qualified participants is required in any division for it to be considered an official Race.
  • C-3.02 Insufficient Entries: If the minimum number of entries is not achieved in a given division, the Race Committee may, at its sole discretion:
    1. Combine divisions where appropriate, or
    2. Adjust the race format.

C-4 REGISTRATION AND PARTICIPATION

  • C-4.01 Multiple Race Participation:Participants in the Race Program may register and compete in an unlimited number of Races.
  • C-4.02 Single Entry Per Race: A participant is permitted to register and compete in only one (1) Kaskar, in one (1) division, per Race.

C-5 OFFICIAL INSPECTION

  • C-5.01 Pre-Race Inspection As a condition of entry into a Race, every Kaskar must successfully complete an official inspection conducted by Race Officials prior to being permitted to compete. Mandatory inspection items include, but are not limited to, washer stacks, nose gaps, weight, brakes, foam padding, and steering components. All other items are strongly recommended and must be applied consistently to all competitors.
  • C-5.02 Inspection Authority:Race Officials are authorized to remove any component or hardware for closer inspection at any point during the inspection process.
  • C-5.03 Required Repairs The participant, along with their guardian (if applicable), and/or a Race Official, shall be responsible for making all necessary repairs mandated by the inspection.
  • C-5.04 Post-Inspection Prohibition: Following the successful completion of the official inspection, no participant is permitted to make any further repairs, adjustments, or changes to their Kaskar before or during the Race without the explicit approval and direct supervision of a Race Official.
  • C-5.05 Division Declaration: Each racer must declare and compete in a single division for the duration of the Race.

INDEMNITY AND WAIVER OF LIABILITY

In consideration for being permitted to participate in the Greater Mossel Bay CPF's Kaskar Race 2026, I agree as follows:

1. DEFINITIONS

“The Organisers” shall include:

Mossel Bay CPF Its directors, members, officials, employees, agents, and representatives
Event Partners Any promoter, organiser, guarantor, sponsor, or affiliated body
Mossel Bay Municipality The local authority and its representatives
Property Owners The owner(s) or lawful occupiers of any property, road, or venue on which the event is conducted

2. ACKNOWLEDGEMENT OF RISK

I acknowledge that motorsport and gravity racing activities involve inherent risks, including but not limited to:

High speeds
Mechanical failure
Loss of control
Collision with other participants, objects, or spectators
Track surface irregularities
Weather conditions

I understand that such risks may result in serious bodily injury, permanent disability, or death.

I voluntarily and knowingly assume all such risks.

3. WAIVER OF LIABILITY

To the fullest extent permitted by law, I waive, release, and discharge the Organisers from any and all liability for:

  • Injury (including fatal injury);
  • Loss or damage to property;
  • Economic loss;
  • Consequential, patrimonial, or non-patrimonial damages;

arising from my participation in any practice, qualifying session, competition, demonstration, or related event activity.

This waiver applies even where such injury, loss, or damage is caused by the negligence or gross negligence of the Organisers, except where prohibited by law.

4. INDEMNITY

I agree to indemnify and hold harmless the Organisers against any claim, demand, action, or legal proceedings brought by:

  • Myself;
  • My dependants or estate;
  • Any third party arising from my participation;

including claims arising from injury, death, or property damage connected to my participation in the event.

5. CONSUMER PROTECTION ACT COMPLIANCE

I confirm that:

  • The nature and potential risks of this activity have been brought to my attention.
  • I have had sufficient opportunity to read and understand this document.
  • I enter into this agreement freely and voluntarily.
  • I understand that this document limits the liability of the Organisers.

6. MEDICAL DECLARATION

I declare that:

  • I am physically and medically fit to participate.
  • I am not under the influence of alcohol, drugs, or intoxicating substances.
  • I understand I am responsible for my own medical costs.
  • I authorise emergency medical treatment if required.

7. POPIA CONSENT

I consent to the lawful collection and processing of my personal information for:

  • Event administration
  • Safety management
  • Results publication
  • Media coverage (photographs/video)
  • Legal compliance

All information will be processed in accordance with the Protection of Personal Information Act (POPIA), 2013.

  • Safety First: I will always prioritise safety - my own, other racers, officials, and spectators.
  • Respect Officials: I will comply with all instructions from Race Officials, Marshals, and Safety Personnel without argument.
  • Fair Competition: I will compete in a sportsmanlike manner, respecting fellow competitors both on and off the track.
  • No Dangerous Behaviour: I will not engage in reckless driving, intentional contact, or any action that endangers others.
  • Vehicle Safety: I will ensure my kaskar is in safe working condition, with proper brakes, steering, and structural integrity.
  • Sobriety: I will not participate under the influence of alcohol, drugs, or any intoxicating substances.
  • Protective Gear: I will wear all required safety equipment (helmet, closed shoes, etc.) at all times on track.
  • Environmental Responsibility: I will dispose of waste properly and respect the venue and surrounding areas.
  • Positive Representation: I will represent the Greater Mossel Bay CPF and the spirit of "Racing for a Cause" in a positive manner.
  • Compliance: I understand that breach of this Code may result in disqualification, removal from the event, and/or banning from future events.
